Louisiana House of Representatives Clerk Alfred “Butch” Speer
On June 1, 2015, Louisiana Treasurer John Neely Kennedy stated his belief that Louisiana’s tax exemptions and credits can only be rolled back or partially rescinded via a 2/3 vote of the Louisiana Legislature. Eleven days later, Louisiana House Clerk Alfred “Butch” Speer lambasted Kennedy’s assertion and stated that he could defeat a lawsuit by Kennedy, LABI, the LOGA, or any other entity “without even breaking a sweat.”

Bill Bryan, Assistant Louisiana Attorney General, was offered an opportunity to weigh in on the matter, but he declined.
